Freny Manecksha on why securing justice in Kashmir has become impossible

In Kashmir the conduct of state or panchayati raj elections are often touted as indicators of normality, of people’s willing participation in a democratic exercise. But these exercises signify nothing if the people themselves are denied access to justice and consequently lose faith in the state’s judicial institutions.
