PUCL, Singhbhum Statement on the Killing of Subhash Mahato of Bonta (Jharkhand) by alleged Maoists

PUCL, Singhbhum condemns the brutal and heinous killing of Subhash Mahato of Bonta by the alleged Maoist. PUCL condemns the terror tactics adopted by the so called Maoist forces and appeals to them to stop violence and stop indiscriminate killing of innocent people.

PUCL as a Human Rights Organization is concerned for increasing violence in society which is counter-productive as one form of violence inevitably leads to retributive violence and the same is true equally for state violence and violence perpetrated in the name ideology or war against state. PUCL’s concern goes beyond just condemning the violence and questioning on behalf of the citizens of this country being itself a citizens’ forum the doubts and fear looming large on the faces of citizens. If the Maoist is raging a war against “unjust state†to form a ‘just and equitable’ state then what will be the status of human rights of the citizens of this country enjoyed in the existing ‘unjust state’. The current ‘unjust state’ provides at least an opportunity to defend even to an offender like “Kasab†who are alleged to have killed 166 people in Mumbai attack by terrorists. Was the deceased Subhash Mahato allowed such equitable opportunity to defend himself by the Maoist? If a person is killed and then declared a police informer by the group to justify such killing then who will examine the truth of such an allegation? People of that area did not report to the police of that killing for fear of repercussion in the hands of alleged Maoist and the dead body remained unattended for more than 8 hours and the widow of the deceased had to go to police station to report the killing herself. Is it people’s support or terror?

PUCL also laments the state’s criminal failure to ensure human rights of the people of Jharkhand and strongly feels that it is the state’s inability to contain indiscriminate repression and exploitation by police and civil administrative authorities of the innocent people of Jharkhand, rampant and flourishing corruption in the rank and file of police, administrative machinery and politicians of the state, coupled with incompetence of elected representatives to govern the state which lacks the moral courage and vision to correct the situation has brought about this precarious condition where the lives and basic human rights of the innocent people are the biggest casualties.

PUCL, Singhbhum in meeting held on 04.05.2010 have formed a committee to investigate the killing of Subhash Mahato and also the prevailing gang war like situation by reason of conflict between alleged Maoist and anti-Maoist forces in Bodam, Patamda and Nimdih which has so far caused loss of one and half dozen innocent lives in the area in that last 5 years.

PUCL appeals to the people of Jharkhand to oppose all kinds of violence either perpetrated by any political group in the name of ideology by staging a war against state and in the name of delivering instant justice through Jan Adalat or State sponsored in the name of operation green hunt (which essentially means ‘sendra’ i.e., killing of wild animals), police or any criminal gang. PUCL also appeals to the people of Jharkhand to protest through democratic and peaceful means against the inequitable policies of the state, corruption, police repression and for protection and promotion of their human rights.
