Mass organisations, public health activists and civil society groups demand Delhi Govt. to declare dengue an epidemic and ensure that no hospital refuses to admit dengue patients
Members of over 16 mass organisations, public health and civil society groups came together at the Delhi Secretariat today to protest against the rapidly deteriorating health situation and apathy of private hospitals. The city has been witnessing a spate of tragic dengue deaths where private hospitals have been refusing to admit desperate patients and public hospitals are overburdened and under-prepared. Dengue has now reached epidemic proportions in Delhi as also experienced for the last decade. The number of reported cases so far is a record high (over 2500 cases by 19th Sep), though the actual number is likely to be much higher than what is being reported.
Despite it being a known fact that Dengue generally peaks during the post monsoon season (during the months of August to October), the lack of preparedness of State agencies, the negligence and extremely weak response, blatant denial of health care reflect the apathy of the State and its disregard for people’s health rights and lives. The stories of Avinash Rout and Aman Sharma are unfortunate illustrations of this - they were citizens who had fallen prey not only to the disease, but also to the heinous acts on the part of the (only for profit) private health care institutions, and to the non-vigilance and non-preparedness of the State.
Annie Raja of NFIW demanded that the Delhi Government declare an epidemic and action a comprehensive epidemic control and response plan especially for the needy, economically weak and vulnerable communities. Joe Verghese of Jan Swasthya Abhiyan said ‘there is an urgent need for a citizen’s fact finding commission lead by public health experts to understand and draw wider attention to the systemic issues that lead to collective failure to manage the recent dengue epidemic in the state.’ Prof. Dinesh Varshney of Delhi University spoke of the corruption involved in medical education pointing out that ‘the Vyapam scam is happening in every state, not just in Madhya Pradesh’. He also stressed the need to declare an epidemic and immediate measures be taken including stringent action on private hospitals that are not adhering to rules. ‘In several countries around the world, it is compulsory for private hospital doctors to treat patients in public hospitals in an epidemic situation’, he said.
Citizens gathered protested against the extremely disorganised response by the state machinery which has only been passing the buck between state and central government and municipal agencies. A delegation of four representatives met the Health Minister Satyendra Jain with a memorandum of demands (attached) including long-term commitments to ensure fundamental and structural changes in the uncaring, inhumane and profit-driven health system.

URGENT CALL: Protest against deteriorating health situation in Delhi

Keeping in mind the recent tragic dengue deaths of two children in which private hospitals had refused them admission, an urgent meeting of public health groups, activists and concerned individuals was called on 17th September 2015. It is the need of the hour to collectively oppose the deteriorating health system in the city and build pressure through direct action since there is much anger and frustration amongst general public against denial of services, expensive treatment and a host of other grievances.
India has one of the largest privatized health system where 85% of expenditure on health is borne by individuals. Health is a vital issue because it is a matter of life and survival. The Delhi Nursing Home Act 1953 and Clinical Establishments Act 2010 are limited in their scope and have grave limitations in ensuring universal access to healthcare or even minimum human rights. Private hospitals are indulging in criminal activity with some even deploying agents to dupe the poor.
There has been a dengue outbreak in the city every time this year for more than a decade and various government agencies are only passing the buck without addressing its root causes. There are many unreported deaths. Even though the Delhi govt. has taken much credit for the increased health budget, its benefits are yet to be seen. There is a pressing need to bring the issue into the public arena, only public accountability can bring about the goal of right to health for all.
Calling all organisations and individuals who have been a victim to the private healthcare racket and crumbling public health system to join the protest on 23rd at Delhi Secretariat ITO and demand affordable healthcare for all.

दिलॠली में बिगड़ते सॠवासॠथ हालात के विरोध में ठक जरॠरी आहॠवान

बीते सपॠताह दकॠषिणी दिलॠली में निजी असॠपतालों दॠवारा दो डेंगू पीड़ित बचॠचों को असॠपताल में à¤à¤°à¥ ती लेने से मन कर दिया गया और अंतत: दोनों ही बचॠचे काल के गाल में समा गठ. इस पॠरकार नीजी असॠपतालों दॠवारा गरीब मरीजों को à¤à¤°à¥ ती लेने से किया जाने वाले अपराधिक इनॠकार व सारॠवजनिक सॠवासॠथ वॠयवसॠथा के बिगड़ते हालातों ने दिलॠली शहर को चलाने वाले गरीबों के सॠवासॠथ को बॠरी तरह पॠरà¤à¤¾à¤µà¤¿à¤¤ किया है. इन तमाम मॠदॠदों पर चरॠचा करने के लिठजन सॠवासॠथ से सरोकार रखने वाले सामजिक समूहों, राजनितिक कारॠयकरॠताओं और संवेदनशील लोगों की ठक आवशॠयक बैठक 17 सितमॠबर 2015 को बॠलाई गई थी, जिसमे उपसॠथित सà¤à¥€ लोगों ने महसूस किया कि दिलॠली में डेंगू ठक महामारी का रूप धारण करती जा रही और इससे निपटने के लिठसारॠवजनिक सॠवासॠथ सॠविधाओं का अà¤à¤¾à¤µ, निजी असॠपतालों की मनमानी व खरॠचीले इलाज ने आम लोगों के अनॠदर गॠसॠसे व जन-विचॠछोठको जनॠम दिया है. ठसे में आज के समय की जरॠरत है कि दिलॠली में डेंगू से पॠरà¤à¤¾à¤µà¤¿à¤¤ व इससे चिंतित लोग, संगठन व संसॠथाठं ठक साथ आयें और अपने संयॠकॠत संघरॠष के ज़रिये सारॠवजनिक सॠवासॠथ वॠयसॠथा को बेहतर करने तथा निजी असॠपतालों की मनमानी पर रोक लगाने के लिठदिलॠली सरकार पर दबाव कायम करें.
यदॠयपि कि सॠवासॠथ का पॠरशॠन जीवन-मरण के पॠरशॠन से जॠड़ा होता है फिरà¤à¥€ à¤à¤¾à¤°à¤¤ में निजी सॠवासॠथ सॠविधाओं का बड़े पैमाने पर निजीकारण किया जा चूका है. और आज इस देश में इलाज का 85% खरॠच मरीजों दॠवारा सॠवयं उठाया जाता है. दिलॠली के अनॠदर ठक तरफ सॠवासॠथ के कॠषेतॠर में लागू दो अधिनियम “दिलॠली नरॠसिंग होम अधिनियम, 1953 ठवं नैदानिक सॠथापन (रजिसॠटॠरीकरण व विनियमन) अधिनियम, 2010†गरीबों को सॠवासॠथ सॠविधाठं मॠहैयॠया कराने के मामले में काफी सिमित दायरा रखते हैं. तथा इन अधिनियमों की सीमाठं सॠवासॠथ तक सबकी पहॠठच व नॠयूनतम मानवाधिकारों को सॠनिशॠचित करने में à¤à¥€ बाधॠयकारी साबित हो रही हैं. दूसरी तरफ नीजी असॠपताल मरीजों को अपने यहाठखींच लाने के लिठठजेंटों की तैनाती किये हॠठहैं और इलाज के नाम पर आम जनता से पैसा ठंठने के लिठअपराधिक कृतॠयों में संलिपॠत हैं.
पिछले पांच वरॠषों से हर साल बारिश के मौसम में मचॠछर जनित वीमारी “डेंगू†अपना पैर पसारता है और सैकड़ों लोगों की जान ले लेता है. साथ ही साथ इस बिमारी से मरने वाले लोगों की ठक अचॠछी खासी तादाद सारॠवजनिक नहीं हो पाती है. लेकिन सरकारी ठजेंसियां इसके मूल कारण पर काम कर इसका सॠथाई समाधान करने के बजाय इस बिमारी को रोकने का सतही उपाय करते हॠठठक दॠसरे पर आरोप-पॠरतॠयारोप लगाने में मशगूल हो जाती हैं. वरॠतमान में दिलॠली सरकार सॠवयं के दॠवारा सॠवासॠथ बजट बॠा देने का ढिंढोरा पीटने में लगी हॠई है लेकिन इस डेंगू संकट में उस बॠे हॠठबजट का साकारातॠमक असर कहीं à¤à¥€ दिखाई नहीं दे रहा है. इसलिठठसे में यह जरॠरी है कि इन तमाम सचॠचाईयों को जनता के बीच ले जाया जाय और जन सॠवसॠथ के मॠदॠदे पर सरकारों को जनता के पॠरति जवाबदेह बनाया जाय. जनसॠवासॠथ के मॠदॠदे पर सरकारों को जनता के पॠरति जवाबदेह बनाकर के ही सबके लिठसॠवसॠथ के अधिकार की गारंटी की जा सकती है.
इसलिठसारॠवजनिक सॠवसॠथ सेवा के चरमराने व निजी सॠवासॠथ सेवा के गोरख धंधे के शिकार वॠयकॠतियों व इससे चिंतित संगठनों व संसॠथाओं से अपील है कि इसके विरोध में 23 सितमॠबर 2015 को दिलॠली सचिवालय पर हो रहे विरोध पॠरदरॠशन में शामिल होकर सबके लिठसॠवसॠथ अधिकार के गारंटी की मांग बॠलंद करें.
